Changing Directories DOS

In DOS with WindowsXp and later versions you need to move up one directory level by typing Cd.. in dos prompt and Cd\ to move to parent directory. The DOS with Windows95 allows you to continue moving up beyond the first directory by simply adding more periods as CD … Thinking why windows has not provided this option in later version of windows. Any idea?
